A night like a race against the clock. The deputies finished in the early morning of July 21 the committee examination of the bill “Relating to the management of the health crisis” and its 646 amendments. A myriad of sensitive subjects was however on the menu of this first stage in Parliament: expansion of the health pass to leisure places, minors and employees of establishments open to the public (ERP), compulsory vaccination of caregivers, ten-day isolation, end free PCR tests, dismissal clauses, extension of the transitional state of emergency period to December 31, 2021, modalities of health pass checks … The government still hopes that these new restrictive measures announced by Emmanuel Macron on Monday July 12, will be adopted by the weekend with a view to promulgating the law in early August.

Concerns of the executive

The time has come for the executive, whose approach is primarily motivated by the explosion of Covid-19 cases linked to the progression of the Delta variant in this summer period. “In France, we have already had a real increase for ten consecutive days in the number of hospital admissions (…) and an increase in resuscitations for severe cases ”, Olivier Véran said during his hearing before the Law Commission on Tuesday afternoon. In the last 24 hours, just over 18,000 cases of contamination have been identified according to figures from Public Health France. “We have an increase in the circulation of the virus of around 150% over a week: we have never experienced this, nor with the Covid [la première souche du virus], neither with the English variant, nor with the South African, nor with the Brazilian ”, alerted Mr. Véran this time during the questioning session to the government in the Assembly. The concerns of the executive are based on a catastrophic scenario similar to the first wave where the cases of infections, which explode in particular among young people, would give rise to contamination of the most fragile populations, resulting in a sudden embolism of the hospital services.
